Gosh Velvet Touch Waterproof Eye Liners
Comparable to MAC Powerpoint Eye Pencils, these Made-in-Germany waterproof eyeliners from Gosh Cosmetics are not only pigmented, they also go on smoothly. This no-tugging quality is surely a relief for makeup-beleaguered eyes! 
Happily, like the MAC, these staples that I own are remarkably budgeproof, once set. I typically use Truly Brown on the lash lines, Black Ink to tightline and Hypnotic Grey for smokes.
Unlike the extensive range available overseas, only a limited number of colours can be found locally at Watsons and Guardian Pharmacy outlets (look for them at the Josephine glass cabinet-counter). Often discounted during sale periods, you can purchase them then at S$10.20, 20% off their original retail price of S$12.80. That said, even at full price, they are cheaper than in the US, where they cost US$10.50 each!

Hi makeupstash, would this be the best pencil liner you would recommend? i am new to this and i want to own a pencil liner! I bought a dior water proof one but its smudges!

These are very good by my standards but such formulas (Made-in-Germany waterproof pencils) do not stay well on everyone. I tend to use an eyeshadow over my pencil liners to set/prolong their wear.
You might like to try liquid liners (K-Palette, Majolica) or gel eyeliners (Bobbi Brown, MAC), as well.
